Community Needs Assessment Report

Project Title: Flood Recovery and Home Renovation in Gorzanów
Lead Organization: Rotary Club Wrocław
Assessment Date: Q4 2024
Location: Gorzanów, Bystrzyca Kłodzka County, Poland
Project Manager: Marcin Sabat
Supporting Team: Maciej Sygit, Paweł Korczyński, Roman Gramza, Stanisław Różański, Marek Wójcik

1. Purpose of Assessment

To identify the most urgent post-flood recovery needs in Gorzanów and prioritize sustainable, transparent support for the most affected families.

2. Methodology
  • Collaboration with local authorities, including the mayor of Bystrzyca Kłodzka County

  • On-site inspections of multiple households

  • Interviews and consultations with affected residents

  • Evaluation criteria: damage severity, presence of children, financial hardship, lack of access to state aid

3. Findings
  • One family of five (including children) was identified as highly vulnerable: their home was rendered uninhabitable.

  • Emotional and economic distress was significant, with insufficient resources for independent recovery.

  • Other families had lower damage levels or access to sufficient public/private aid.

4. Decision and Justification
  • Rotary Club Wrocław selected this family for a full renovation project to restore safe and dignified living conditions.

  • The decision was based on fairness, community impact, and potential for long-term resilience.

5. Expected Impact
  • Immediate: Safe housing and restored basic living conditions.

  • Long-term: Strengthened community trust, reduced dependency on aid, and enhanced local cooperation in future crises.

Detailed Sustainability Plan
(based on Rotary’s Six Steps)

Gorzanów Flood Recovery Project

Learn about the community:

Rotary Club Wrocław collaborated with the mayor of Bystrzyca Kłodzka and local authorities to assess flood impact. Several families were visited to identify critical needs, ensuring transparent and well-targeted support.

Encourage local engagement:

Trusted local volunteers and community leaders are active in the project. The selected family of five is involved in renovation decisions, strengthening responsibility and ownership of the rebuilt home.

Provide learning opportunities:

The project includes sharing knowledge with the family and nearby residents on home maintenance, mold prevention, and flood resilience, ensuring sustained living quality.

Buy local:

Construction materials, furniture, and labor are all sourced locally. This supports the local economy and ensures that repairs or future upgrades are manageable using nearby resources.

Find local funding:

While Rotary Club Wrocław initiated funding, additional support is being arranged through cooperation with local businesses, donors, and government aid channels, to ensure continued aid if needed.

Measure your success:

Impact is evaluated based on home condition, emotional recovery of the family, school performance of children, and feedback from neighbors and local leaders. Post-project check-ins are planned to track resilience and satisfaction.

This structured approach ensures that the renovation is more than a temporary fix — it is a catalyst for long-term well-being and stronger community connections.
